Pursuant to Illinois Public Records Act, I hereby request the following records related to the department’s ALPR systrems:
(1) ALPR Law compliance documentation
(625 ILCS 5/2-130) requires “(c) Any ALPR user in this State, including any law enforcement agency of this State that uses ALPR systems, shall not share ALPR information with an out-of-state law enforcement agency without first obtaining a written declaration from the out-of-state law enforcement agency that it expressly affirms that ALPR information obtained shall not be used in a manner that violates subsection (b). If a written declaration of affirmation is not executed, the law enforcement agency shall not share the ALPR information with the out-of-state law enforcement agency.”
Provide all such “written declarations”.
If possible, comment on the difference between this list and the list provided in (3b) on 2026 PAC 94165; P002438-042026.
(2) RM PD ALPR policy compliance documentation:
RMPD Policy 447.17 states:
“RELEASING ALPR DATA
The ALPR data may be shared only with other law enforcement or prosecutorial agencies for official law enforcement purposes or as otherwise permitted by law, using the following procedures:
(a) The agency makes a written request for the ALPR data that includes:
- The name of the agency.
- The name of the person requesting.
- The intended purpose of obtaining the information.
(b) The request is reviewed by the Administration Deputy Chief or the authorized designee and approved before the request is fulfilled.
(c) The approved request is retained on file.
Before sharing ALPR information with an out-of-state law enforcement agency, the Administration Deputy Chief or the authorized designee shall also ensure that the Rolling Meadows Police Department has received the executed written declaration of affirmation from the out-of-state
agency as required by 625 ILCS 5/2-130. The declaration of affirmation should be retained on file. Requests for ALPR data by non-law enforcement or non-prosecutorial agencies will be processed as provided in the Records Maintenance and Release Policy.”
Please provide all such “written requests”, any documentation of review by the Administration Deputy Chief or designee, and requests retained on file. For out of state requests please provide any “declaration of affirmation”.
If possible comment, on the difference between this list and the list provided in (3b) on 2026 PAC 94165; P002438-042026.
(3) On 4/20 City Manager Rob Sabo made the following public statement via Email: “When Illinois Secretary of State Giannoulias announced that their audit of ALPR companies showed improper utilization of Flock Camera information, we immediately checked our records to ensure our cameras were not accessed for uses that are not permitted by State law. I also spoke with one of our State Representatives about the matter and assured her as well that we were auditing our cameras to ensure any utilization strictly adhered to the legally applicable uses for such equipment.”
Please provide any documents produced by the investigation described by Mr. Sabo and any correspondence with State Representatives about internal audits of flock equipment.
(4) Flock camera law enforcement effectiveness
Please provide any documentation or reports the department has produced pertaining to the effectiveness of ALPRs in the department.
(5) Specific Flock system records:
(5a) On 06/10/2025 at 06:57:39 PM UTC, an outside agency searched Rolling Meadows Police Department Flock Cameras (Flock Record number: e4ce7e05-920e-4373-ac06-577fb6b1ebac). Please provide all data about this request and note exemptions claimed on a cell-by-cell basis rather than a generic list of exceptions that apply to the whole of the data. Specifically, do not redact the ‘searching org name’ or ‘reason’ without clear itemized exemption justification.
(5b) On 6/01/2025 at 8:00:04 PM UTC, an outside agency searched Rolling Meadows Police Department Flock Cameras (Flock Record number: 9c11c944-198d-404e-b619-c5c49b58a85a). Please provide all data about this request and note exemptions claimed on a cell-by-cell basis rather than a generic list of exceptions that apply to the whole of the data. Specifically, do not redact the ‘searching org name’ or ‘reason’ without clear itemized exemption justification.
(5c) On 5/01/2025 at 03:00:16 PM UTC, an outside agency searched Rolling Meadows Police Department Flock Cameras (Flock Record number: b5c53691-098e-4521-9a6f-fad5b9387816, among others at the same time). Please provide all data about these requests and note exemptions claimed on a cell-by-cell basis rather than a generic list of exceptions that apply to the whole of the data. Specifically, do not redact the ‘searching org name’ or ‘reason’ without clear itemized exemption justification.
(5d) On 5/10/2025 at 05:30:00 AM UTC, an outside agency searched Rolling Meadows Police Department Flock Cameras (Flock Record number: c707cae4-f3b5-4889-adbe-f7834fb2f6f3, among others at the same time). Please provide all data about these requests and note exemptions claimed on a cell-by-cell basis rather than a generic list of exceptions that apply to the whole of the data. Specifically, do not redact the ‘searching org name’ or ‘reason’ without clear itemized exemption justification.
Please provide records in their original electronic, machine readable format. For example, please provide csv or spreadsheet files where applicable. Please do not redirect me to your transparency portal.
